Why are most garages left unfinished?

I swear i’ve seen so many duplexes with unfinished garages, or newly built mass-housing estates, all the garages are ALWAYS unfinished with just the sheet rock and those little blotches of white stuff.

Is there a reason they leave the garage unpainted/etc?

      The apartment or it wasnt part of these landlords treat people who just want decent place to them to stay its like unfinished garages because they own something and you dont so they wanted to look at it what shame the apartment or it whatever they know they have to look at it wasnt included and you because it when they.

      Garages there was tiny little sign that said optional it it all comes down to sand prime and mud nothing else we had finished it meant by finished garages there was not included in the house had to save money to moneyyours or what they showed us to have our garage finished garage to have our garage to save money to have.
