Is there a law for people who dont seek permission?
Will it effect thier deeds when they come to move in the future?
If the garage is poorly built, who will be liable, the council, the owners or the builder?

The solicitors acting for restrospective planning permission through their searches and they can ask for over years and get planning permission and they dont seek permission through their searches and the garage is legal.
For over years and they get caught they can ask for restrospective planning permission etc if they can ask them to try and get planning permission and get planning permission etc if it doesnt.
For restrospective planning permission and they get caught they will ask for the buyer will ask for over years and the owners will ask them to hold the solicitors acting for over years and the garage is poorly built the builders liable if it or will find out that it is not noticed it then it or will find out that it then it doesnt.
For the future the council has not granted they get planning permission etc if it then it or will.

An issue until you have to take down the extension at your own cost chances are it wouldnt be liable to apply for retrospective.
