What can i do with an empty garage opposite our house that we own in London?

Basically, we own a house in london/nw2;

we have an empty garage opposite our house that was bought with the house. Is it possible to make it into a flat? What could we do with it? Do we need planning permission for such things?

      For awile and that was paying 850 pounds month then so im sure if you could make killing today.
