Does a garage need eave vents the whole length of the garage?

We had a new garage built this past fall. There is a ridge vent and the builder put eave vents the whole length of the garage on both sides. Garage is 32′x28′. We have put in insulation and OSB in/on the walls. This helped with heat retention, but with so much ventilation, the garage still remain quite cold. Can some of the eave vents be eliminated or is this a necessity?

      Garage door insulated also remember it takes while to heat when you may work.
