Conservatory & Garage without planning permission or builders consent?

I am purchasing a property in England and it has come to light that there is no planning permission for the conservatory or external garage. The local authority (Thurrock Council) have advised that planning permission is not needed as both structures have been up for over 4 years. However my solicitor is struggling to obtain consent from the original builders of the property (it’s about 20 years old). The conveyancers for the people I’m buying from did not pick this up when they purchased the property.

If the original builders consent cannot be obtained, is there a way forward?
Should have mentioned, the Local Authority have said they wil not provide an indemnity because they don’t require planning permission.
