It is 18 years old so wondering how difficult it is going to be to get off and put a new one one.

My garage had some serious areas where tape was coming undone and the texture was falling because of it…was going to scrape around those areas, retape, and retexture but got frustrated because then I knew I would have to paint it all and the old stuff would just come off when it got painted…so now I am scraping all the old popcorn off….suggestions on where to go from here? The local authority (Thurrock Council) have advised that planning permission is not needed as both structures have been up for over 4 years. However my solicitor is struggling to obtain consent from the original builders of the property (it’s about 20 years old). The conveyancers for the people I’m buying from did not pick this up when they purchased the property.

If the original builders consent cannot be obtained, is there a way forward?
Should have mentioned, the Local Authority have said they wil not provide an indemnity because they don’t require planning permission.

im having a garage sale saturday. i want to sell beaded lizards which i can make very fast and believe it or not people actually buy them from me since im young. anyways, i have 1 day to get enough money for a pony bead kit. my mom is willing to drive me there if i can get the money on my own but she cant give me any. what can i do in like 3 hours to get 20 dollars. no babysitting and no lemonade stand. no going into peoples houses and no car washes. something i can do where i dont need suplies and i cant go into peoples houses! the only reason im selling these is cuz i always make like 80 bucks on it. o btw the money is going to my school suplies since my mom cant afford them. :( heeeeelp meeeeee
